A Kansas City man has been charged in the fatal shooting on Dec. 4, 2017, outside the Benton Market at 1800 Benton in Kansas City, Jackson County Prosecutor Jean Peters Baker announced today.
Victor D. Kelley, dob: 9/15/1955, faces Murder 2nd Degree and Armed Criminal Action charges.*
According to court records, Kelley was shown on store surveillance video to be at the store the evening of the shooting. Police responded on the evening of 12/4/2017, and found the victim, Phillip Degnan, deceased in the parking lot. Shell casings were found nearby. On 12/17, 2017, the defendant spoke to police and stated he shot the victim in the parking lot of 1800 Benton, then walked away from the scene, throwing the handgun in a nearby grassy field.
Prosecutors requested a bond of $250,000 cash.
